Position of blinking pointer(cursor)?

When we open any website the 'blinking pointer' (not mouse , i don't know the exact word) automatically goes to username field and if we type anything it appears in username field but when we open notepad then 'blinking pointer' appear in notepad and if we type anything it execute in notepad.

I want to ask 2 question :

1- what is that particular word (blinking pointer) ?

2- how to know the position of that 'blinking pointer' programmatically , i know how to get cursor(mouse) position.
