how to include windows xp sp3 to compatibility modes?

I have labtop with Vista OS and I have setup software needs to run as windows XP service pack 3, but my laptop don't include this service in compatibility modes. I tried to install vista pack 2 but didn't success ..

please help me to include this mode .
